Decree No. 680 - 6 January 2017 367 people were dismissed from public service; 124 have returned to their jobs. Broadcasts of channels showing material against bans were decided to be temporarily cut. Turkish citizens who wave investigations or prosecutions against them and who are not able to be reached due to being abroad were decided to be removed from Turkish citizenship in case they don’t return to the country within three months after the announcement of “Come Back to Turkey” call to be made on the Official Gazette. |

Decree No. 681 - 6 January 2017 Amendments were made at the Turkish Armed Forces Internal Service Act. Authorities of the Chief of General Staff on classification of officers, identification of general staff and service periods were restricted. Authority on Supreme Military Council (YAŞ) decisions were assigned to the Minister of National Defense. Ministry of National Defense were allowed to conduct disciplinary investigations on Turkish Armed Forces members. |

Decree No. 685 - 23 January 2017 A 7-people State of Emergency Applications Monitoring Commission was established to monitor decisions regarding the emergency decrees. The commission was determined to work for two years and its members were decided to be assigned within a month. Actions for nullity against the commission decisions were allowed to be made at Ankara Administrative Courts to be determined by the Higher Council of Judges and Prosecutors (HSYK). The commission was exposed to criticisms on the ground that it will never be an effective domestic remedy. The commission started its work only after the first anniversary of the State of Emergency. |

Decree No. 686 - 7 February 2017 330 academics were dismissed from public service, especially from Ankara University Faculty of Political Sciences and Communication. A total of 4,464 people were dismissed from public service. |

Decree No. 687 - 9 February 2017 License and copyrights of private radio and TV channels, which were shut down due to the State of Emergency, were allowed to be sold. Sanctions on broadcasting institutions not abiding by broadcast bans were removed by the Higher Electoral Board. |

Decree No. 689 - 29 April 2017 3,974 people were dismissed from public service, 235 were assigned back their jobs. 14 associations, 1 newspaper, 1 magazine, 18 foundations and 13 health institutions were shut down. 5 associations, which were previously shut down with emergency decrees, were re-opened. The inscription “or other terrorist organizations” was added to the expression “Fethullah Terrorist Organization (FETÖ/PDY)”in the Statutory Decree No. 670 of the State of Emergency. Thus, some sanctions applied with previous emergency decrees were based on legal grounds with an amendment made on a document released in the past. |

Decree No. 690- 29 April 2017 Authority in the investigation of the Council of Judges and Prosecutors (HSK) was removed from the Council and assigned to the Court of Appeals Chief Public Prosecutor’s Office. Travels of rectorates abroad were bound to permission by the Council of Higher Education (YÖK). |

With a clause added to the Military Law, police were obliged to recruit draft evaders and deserters having connections to FETÖ in accordance with summons and conscription principles to be determined by the Ministry of National Defense. Thus, “unfavorable” inductions were allowed. |
