35 health institutions, 1043 special education institutes and student dormitories, 1229 foundations and associations, 19 professional unions, federations and confederations; 15 foundation-based higher education institutes were shut down. The duration of the custody shall not exceed 30 days, beginning from the moment of the arrest; the necessary time for transporting the suspect to the nearest judge or court of the place where the arrest had occured, shall not be included.. * |

3 news agencies, 16 TV channels, 23 radio channels, 45 newspapers (36 local), 15 magazines, 29 publishing houses and distributor channels were shut down. The custody period was increased from 24 hours to 30 days. It was ensured that the ones who decide and apply decisions within the emergency decrees will have no criminal liabilities. |

Bankruptcies were postponed during the State of Emergency. Military schools and academies were shut down. A National Defense University was founded. The structure of High Military Council was changed. The condition of force command before being assigned as Chief of General Staff was removed. Military hospitals, especially Gülhane Military Medical Academy, were assigned to Ministry of Health. |

Decree No. 670 - 17 August 2016 2,692 public personnel were dismissed. Properties of shut-down foundations and private institutions were recorded to the treasury. |

Decree No. 671 - 17 August 2016 Period of release on probation in some crimes committed up to 1 July 2016 were raised from 1 year to 2 years. Prison quotas were almost full; in order to make space for new arrests, the period of release on probation was decreased to half of the sentence, which was before two thirds of the imprisonment sentence. |

Decree No. 672 - 1 September 2016 28,163 workers from Ministry of National Education, 2,018 from Ministry of Health and related institutions and 2,346 from universities were sacked with a total of more than 42 thousand public workers. |

Decree No. 673 - 1 September 2016 Public workers whose contracts were annulled due to connection to a terrorist organization were not allowed to be employed at another public institute. Accreditations of persons and institutions conducting work related to occupational medicine or health safety were annulled in case they have connections to terrorist organizations. |

Decree No. 674 - 1 September 2016 TMSF became the authority in companies with assigned trustees within the State of Emergency. Besides legal entities, trustees became an alternative to be assigned for natural people as well. Governors were allowed to benefit from the Turkish Armed Forces when necessary. Mayors were able to be dismissed from duty due to connection to terror and trustees might replace them. Decree-law 674, signed on Aug. 15, 2016, is a prime example of this, granting the government the authority to appoint trustees of local administrations, and to remove local officials from office and seize their movable assets. |

A decree issued in October 2016 broadened the authority of city guards. According to the decree, the newly formed paramilitaries would be issued heavy weapons and equipment, paid a minimum salary and would have social security benefits. |

Decree No. 675 - 19 October 2016 10,131 people were dismissed from public service. Approximately 100 public workers, who were previously dismissed with the Statutory Decrees No. 668 and 672, were assigned back to their jobs. 10 newspapers, 2 news agencies and 3 magazined were shut down. |

Decree No. 676 - 29 October 2016 Up to three lawyers were allowed in hearings of State of Emergency prosecutions. Restrictions were brought to lawyer-client meetings under arrest. Security and personal archive research became mandatory before entering public service. Rectorate elections were removed from universities. It was decided that rectors will be assigned by the President of Republic, among three candidates suggested by the Council of Higher Education (YÖK). |

Decree No. 677 - 22 November 2016 More than 15 thousand workers were dismissed from public service, 157 were assigned back to their jobs. 375 associations were shut down. 7 newspapers, 1 magazine and 1 radio were shut down. |

Decree No. 678 - 22 November 2016 Strikes at municipalities were allowed to be postponed for 60 days. Municipal service at municipalities under trustee administration were allowed to be performed by another municipality. Companies working with municipalities under trustee administration were allowed to cancel contracts unilaterally. Consultation of lawyer with the suspect under detention can be restricted for 5 days. During this period, statement of the suspect cannot be taken.
The power of the defense counsel may be restricted, by decision of the public prosecutor, if a review into the contents of the file, or copies taken, hinder the aim of the ongoing investigation. * |
